That, relying on the impartiality of Your decision and the justice of his claim, Your petitioner humbly appeals to You for a full and sympathetic personal consideration of this petition and respectfully prays that You be pleased to direct that he be promoted to the Higher Class, with seniority ante-dated to the occurrence of the vacancy to which he, as third in Class I,
which ante- would have been promoted had he not been passed over dated promotion (to the occurrence of the vacancy) was granted to those Class I clerks who were promoted to the Higher Class at the beginning of this year and that, to allow of this promotion, You approve of a temporary increase of one post in the fixed establishment of the Higher Class until the next
vacancy occurs in that Class ;

as in duty bound will ever pray.
